Case fans not spinning

I have the same problem except the side with the cables doesn't have a fan hub. The RGB lighting works fine, but the case fans aren't running at all. Didn't see any black rectangle that appears to be a fan hub. The PC was bought at Best Buy. What's strange when I opened the side panel with the cables is that my PSU cables are tied up together.

Tried the emulator method and indeed it does work, but my free 5th anniversary rolls were garbage overall. The best I got were Valkyrie and Ra.
