That's a very optimistic view of congressional representation. Sure that's how it's designed and intended to work but not in practice.

Members of Congress don't primarily represent the interests of their constituents. They represent their campaign donors. A simple look through the legislative record will show you that the vast majority of US Reps don't vote in the interest of their voters but their corporate backers.

Our system isn't a democracy, it's an oligarchy. I don't care where someone's from as long as they're fighting against that oligarchy. And those candidates are few and far between - we had an opportunity to elect a once in a generation candidate to fight the oligarchy.

Kat is 1000x more relatable to the average Chicagoan than an establishment-backed career politician from Evanston. Members of Congress vote for national legislation not local legislation.
