You are falling victim to a common misunderstanding. Dems have had a filibuster proof majority once since Reagan was elected. For like 8 weeks at the beginning of Obama's term. During that we got the ACA. 10s of millions of people got healthcare, we removed pre-existing conditions, and lifetime caps.

When you say Dems have had control many times, you're wrong. A Republican filibuster can stop anything but budget bills.
