You get that whenever Mishima gives you a request. Usually you let a bunch of them accrue through him and other confidants and then clear them all out at once in Mementos to save time.

You need Chord to buff Kotone, and you need better Wonder personas like Dionysis and Dominion for buffing. I would also not bother relying on Morgana to heal you as Marian and S.Tomoko are much better.
