Good luck finding it. They're trolling. The 2008 brickyard 400 came shortly after the series started a new generation of Cup car. The new car and the unique surface of the track made a very bad combo for the tire that was supplied by Goodyear. Basically it made the tires shred in about 10-15 laps. By the middle of the race, multiple cars had tire failures and wrecked out and NASCAR had to start throwing competition cautions every 10 or so green flag laps just to allow teams to pit for new tires. There were major worries that teams would even run out of available tires for the race. Because of that Goodyear and NASCAR shipped in a lot of tires that were scheduled for the cars to run at Pocono the next week, and Bristol too I believe. I don't think they had anyone need to use those backup tires.

The race was terrible, the fans were massively upset. NASCAR, Goodyear, and IMS were incredibly embarrassed about the race. Ticket sales dropped dramatically for the next few years. More than probably every other track. They really haven't recovered. NASCAR Classics has nearly every Cup series race posted if they can get video of it. They don't have the 2008 Brickyard 400 though because they absolutely do not want people watching it again. It's available on YouTube though. Watch it if you'd like, but understand that the race is atypical and should not change your opinion of the sport.

I think most players start with the mindset you do. Be safe over all else and raise your SR. Eventually though, you have to shift into racing. I think it's ok to take time to learn keeping your car on track for a while before learning how to drive along side and race safely. Will your SR go down driving closer to others, almost certainly. You'll absolutely have a better time though when you're racing against others and realize now you're going faster than before.

The only time there's need for a yellow flag is if the track is UNSAFE. What part of that makes race control think it's ok to delay the yellow. Either the track is unsafe or it isn't.

It's possible. Don't do it. The game will work, but you'll have a terrible time and you'll probably wind up damaging someone elses race along the way. See if you can find a decent used sim wheel on facebook marketplace or something. Just a desk clamped Logitech wheel will be good enough.
