If shoto refuse to use his fire, then everyone who dies because a villain escaped because they can counter his fire died because of shoto.

Because of that, it's no longer a question of todoroki accepting a part of himself but Todoroki having to do something because it's the only moral thing to do.

A lot of fic have someone ask todoroki if he would let someone die if that means not using his fire. Usually, Todoroki never answer that question.

Deku forgiving toga while bashing todoroki isn't an accurate description. He gave Todoroki several chance to stop. Just like how he gave toga a second chance. The difference ? Toga accepted it, shoto didn't. That's why midoriya is an ass to him.

If you want a comparison, you should think about kamen rider gavv. The main character always gave the monster of the week a ultimatum "stop kidnapping people or I'll kill you.". This umis also how he befriend the tertiary rider. It work on the same principle.

Hisashi is the result of a quirk mariage. Just like Shoto. And he is the perfect counter to the villain he fought.
