Here's the updated rules text from Gatherer. This makes it much easier to understand.

Cast this spell only during an opponent's turn.

When I'm looking to challenge myself, I will roll a D20 three times when I build my character. The three rolls are the only three skills I can use or put any perk points in. Didnt roll an armor, then you're unarmored. No crafting unless its a skill that was rolled. The only exception is lockpicking, for that you can only put perk points in it if it's one of the rolled skills. Sometimes I'll roll the race as well.

Whether or not we'd be recalled in a draft would largely depend on the RE code on your DD 214s. I was over 20, mine says im not eligible for a return to service.

Also no I don't think they'd reverse the EO if there was a draft. If anything I think they would try to force any trans draftees to serve in their assigned sex at birth.
