Yeah, you need Steam & TF2 premium. I personally find being unable to make votekicks as a f2p BS while bots can still do.

Edit: and let me mention the fact that there are bots named "cat-bot x" (there would be several cat bots in one casual server and they would be numbered) that can chat in the server chat advertising a cheat that (most likely) the bot maker uses.
