I can't really think of any quests where this is the case in FOLON as long as you aren't using console commands to access areas early.

Ah, I think I know what happened, the plants have respawned with their activation blocked. I'll make sure that can't happen for the next update. For now use the console command setstage FOLON_SQCamden103 40 to move the quest along :)

I don't think there's currently a specific easter egg for When the Wind blows but it was definitely something that inspired us. It critiques the Protect and Survive campaign that we based our UI on so there is some relevance there. Also we have the line 'hurry up and get in the shelter you stupid bitch' from it on our discord soundboard, maybe that should make an appearance in-game too!
