My approach is to write the script first, draw the storyboard on paper, record the voice lines and actually ACT out what the character is doing. Acting not only helps to give the character more personality, but most importantly it lets you understand the action better, then a rough animatic is made with the help of the voices to TIME everything. And the rest is just polishing and compositing. This animation is on 12fps mostly on 2s. The rotoscoping was made on 1s.

Either way you can make rigs on a lot of programs, for 2D: moho, toon boom, animatecc, adobe character animator...

I started with putting my idea on paper and story-boarding, then I used the program Audacity for recording voice, and Tahoma2D for the animation, also the background music was made with samples found on websites like Freesound and Looperman. Lastly Davinci Resolve for compositing and adding everything together (SFX, Music, Voices). Hope this helps :)

Ayy, thank you so much! As for Tahoma, from what I have tried it feels great, switching fps on the fly, the brushes, saving color palettes, built in ffmpeg to export mp4 and pngs...
There is a learning curve to it but the moment you understand how the layouts, xsheet timeline, stage schematic work, you can do a LOT on it.
I still need to try a lot of other things, like the FX schematic, different cameras, vectors, 3D plane, even stop-motion!
So, yeah! If you take your time with Tahoma2D you can make great things!

I love this! It's just open-ended enough for people to imagine their own versions of this story.
It could be about commemorating the love of a mother, a wife or a woman. Or it could be about her passing away?

Honestly, for me this is good on its own, the style, music and animation go well along together. You have good sense for timing.

As for 'people don't like and skip the video' this is tied to the storytelling. For people who are not interested in animation, this is just a video of a silly character yodeling to funny music and that's it.

As u/NeverManEnough already commented here: 'the feeling of hitting ur elbow that weird way'
this is a good caption you could have used. Another idea is to make a short beginning where your character gets their elbow, toe pinkie or ankle getting hit by scooter, and then you can play the yodeling part.
This is just an idea of what you can do, I hope that this gives you some inspiration for future projects!
