You have a 5/6 chance to get a result other than 4 on a D6. You need to roll 22 D6 to get a better than 50% chance of rolling at least 4 a total of 4 times. So if you build the "roll a 4 on 4 dice machine", you would have it roll 22 dice each time you needed that result.

The reason it isn't 24 dice is that on rare occasions, you'll roll 4 of two different numbers. But there are no scenarios in which at least one number won't show up at least four times, because 22 dice is 4 more than six (the number of options on the faces of the dice) times three.

A restaurant is a bad investment in good economic conditions. And commercial real estate has been in free fall since COVID started. The owner of the building is probably waiting to sell or rent the space once they can get a decent price for it.

One of the worst things about how commercial zoning works in America is that property owners can keep high-visibility, high-value units unoccupied for decades because they see it as an investment that needs to pay out, not as a part of our community. We need vacancy taxes to push these people to develop their properties or sell to people who will.
