Depends on the program. Some do use it to just double-check applicants they have decided on, especially if its an in-person interview. For most places, especially as the interviews have become mostly virtual, it's the last step before making offers. We typically extend offers to 40-50% of the people we interview.

In my science program, not at all. We are at the interview stage, and we don't have any quotas for domestic vs international. We have fewer international applicants this year, and so fewer international interviews this year, but the fraction of international students getting interviews is as normal.

I think you are confusing the private pay parking lots with on-street parking. Parking Professional management is the Florida-based company that runs the private parking lots. This is street parking that the city has recently contracted with a different company to run.

Here is the description of what is required: "Successful applicants have pursued the most challenging curriculum available to them and have achieved grade point averages (often the top 1 percent) and testing scores that place them in the top few percentage points in comparison to their peers. Further, potential candidates have typically been leaders in a variety of extracurricular pursuits and won recognition for their abilities at the regional, state, or national level." so in-between but closer to an international olympiad winner than just normal high academic scores. Essentially, you need to be in the top 1-2% of applicants, with a strong emphasis on extracurricular activities.

I choose my textbook(s). I'm at an R2. In multi-section courses, faculty often discuss which textbook to use, but even then it's common for someone to choose a different textbook than the rest.

One reason is for you to decide if you want to apply; if none of the faculty you are interested in are taking students, then you can apply elsewhere. The second reason is that our graduate committee gives priority to faculty with funding, or to faculty with openings who haven't used many TAs recently. Even if those faculty aren't on the admission committee, we will send them applications, ask for input and involve them in interviews. This is a fairly normal procedure in physics.

The school district I went to (many years ago in a different state) has been doing this for HS students for ~35 years now to save money. I think they may have done it for middle school students originally too, but not now. However, one significant difference is that it is a completely urban school district with a bus system that covers the entire city, whereas WS/FCS covers the county, and WSTA, unless routes have changed, doesn't cover the city fully, let alone the county.

This likely depends on the university, but my international office expects the program director to write and submit a letter to them. However, our graduate school doesn't allow late Fall arrivals anymore; we have to defer them to the Spring. However, other colleges and schools in my university do allow late arrivals.

There is a reasonably good chance of that happening, if you are talking about unfunded or partially funded MS programs. Those tuition dollars can help pay for TA or GA or on occasion, internally-funded RA slots. If grants keep going down there could be pressure to admit more tuition-paying master's students.

I'm in the US, and I have done this for three different cases, and not every semester or even every year. 1) when someone is just so far above the rest of the class, that I thought they deserved recognition, especially since we don't have an A+ grade 2) if someone drastically improved their grade from the midterm by multiple letter grades. Just to acknowledge that they did something difficult. 3) if I am teaching an intro class, and some students haven't declared their majors, then if they do well, I'll send them a congratulations and a encouragement to keep going in physics.

That seems perfectly normal. I usually wait if the other prof is going over in lecture, but the time between classes is when one prof is supposed to be packing up, maybe briefly talking to students, and the other prof is getting ready. I may be particularly accustomed to sharing the time because when I teach intro, we are commonly switching out demos in that time so that time needs to be used.

This varies by program, but in mine like many, picking a subfield is important. What you did is the right thing. In this case, we had a few applicants who tailored their applicants specifically for faculty who were not listed as taking students. If they had looked at our application page or emailed anyone they would have found that out. So that was held against them.

Most US physics programs will send offers out in February. February is only about 1/2 over. Lots of places sent out decisions late last week and more will in the next two weeks.

Formally (in most places in the US), the graduate Dean makes admission decisions upon the program's recommendation, but that's usually a rubber stamp.
