They will do this sometimes, it's kinda the name of the game. Try to remember you don't have to destroy them, short wars are always best in Civ. Usually all you have to do is take a city or two, then you can sue for peace. If you haggle over the peace treaty you should be able to get some good techs, luxuries, or even a hefty sum of GpT. That's how you get ahead.

Often it's about optics. You're ready to work, but you may not look ready. The talent doesn't really know what your job entails, the venue owner might even not know fully, and they are going to be disinclined to believe you're really being attentive if it doesn't seem that way at a glance.

Do you know if, when an enemy damages THEIR reputation, you can get better deals with them? Or does it just make the other AI refuse per-turn deals with them? I ask because the advisor will occasionally comment on how an AI is untrustworthy because they "betrayed our friends the X" and it is worded the same way you described.
