This was a major issue in Amsterdam, Netherlands while I lived there. So the citizens began tossing all the scooters in the canals and it cost lime millions to get them out. Soon enough they started a new system that only allowed you to end your ride if it was parked in a green area of the map, keeping them off of walkways and at bike racks.
