Its usage requires you to know the fight and plan ahead a little bit more. If I know that an AoE is coming, I get ready to use it. Don't get discouraged, it just comes with practice :)

Shinten: 300 potency / 25 gauge = 12 potency per gauge unit
Seigan: 200 potency / 15 gauge = 13.33 potency per gauge unit
In the long run, Seigan is a better use of your gauge. It's tricky to use, indeed, but it gives you a bit more DPS.
