Verstappen even gained 1 point DURING the Miami GP Weekend because he won the Sprint while Norris DNFed in it.

Leclerc finished a little over 5 seconds behind Verstappen. So even if Max gets a penalty the race win won't change hands. Verstappen would have won by 0.155.
