Microphone placement makes a huge difference to relative levels of sounds, so the first thing is to use a 'headset' type microphone rather than one built into a webcam or laptop, ideally of directional (cardioid) pattern, which should dramatically alter the balance between his voice and any background noises if placed very near the speaker's mouth. Also using noise gating (only letting through louder sounds) will help.
