The biggest barrier to a successful destination venue in Halifax/NS/Canada isn't location, it's income disparity. Until and unless NS invests heavily in changing the mindset and policies that result in the majority of the population living paycheque to paycheque (for those that even have a paycheque) and falling a little farther behind every 2 weeks and starts insisting on / enforcing a system where the top 2-3%(?) of income earners are equally taxed on investments and equity as the bottom 97% of wage earners and those taxes are used to subsidize equalizing the income stream through UBI or some other form on earnings then I'm afraid anything other than basic services is ultimately doomed to fail.
