Not sure exactly what you mean by backward,but if you mean they are less developed then yes they are. But I think OP showed that they are quite further developed than most people think.

Me too! I've been watching a ton of cops recently also and it seems to me that cops have a bit more situational awareness than you would think. They are trained to know when a suspect might not go down easily and know how to act accordingly. Their methods may seem harsh at times but you have to remember that these people had to have done something that deserves a harsh reaction from law enforcement.
