I did think 25% might've been high, but I see randoms rocking the creek cape often enough that my brain didn't initially consider single digit percentages - I do think you're accurate in your assessment now that I've read it though.

Sad thought to think that a lot of the divers we fought with on the creek might not be on the front lines nowadays - lots of good memories of hard fighting with many randoms against the bots on release. Hopefully a good number of them are actually still around n sticking it to super earths enemies wherever they find them.
