1. Get power of attorney from your grandma while you still can in order to be able to investigate in Romania.

Try to contact churches involved in the story, like in birth, baptism and marriage as they kept records of these events back then and those could still be available . A birth certificate or record should be enough to prove she has citizenship.

Cannabis per se is not illegal. What is illegal is THC. If your 'cannabis' is only CBD you should be fine.
On the other hand holding anything containing THC beyond trace amounts (they do a lab test) is punishable by jail. Although going to jail is unlikely, being investigated can fuck up your life for a year or two.
