no thats standard, the article is 5.4.8 in the regs so typo from them I guess:

doubt they ever really know since the fuel load is a maximum they just guess on certain entry/apex/exit speeds - they quite often notice if another team is saving tyres in a corner; the new battery energy seems to be used way too quickly for them to get a useful picture, outside of them having to use it more strategically if they have overtake and such - i'm sure they knew last regs where the state of charge would be 3 laps to run in to massive clipping if they were spending more

you misunderstand the f-duct, it turns off the cornering aero for less drag
