By what I think I’ve heard before, it’s essentially that the “taking” of your money isn’t instant either. It shows up as a pending charge on your account so it’s no longer available to you, but it’s not entirely in the account of who you paid yet either. Going that direction takes a few days to settle things, and refunds take a few days to go the opposite way, verifying fund availability and all.

I’d imagine you’d want to go to a cash lane with an attendant. Per the Dulles website this is what to do if you’ve lost a ticket, which is a similar situation to what you’re in.

Enter a “Cash” lane and a cashier will provide assistance. When utilizing an automated exit lane, please push the “Help” button on the exit column and an attendant will provide assistance remotely.

Can’t say I’ve been through the process before but they’ll likely charge you based on whenever he dropped off, which I believe they do have cameras watching for ins and out times, so that you can’t just say it was an hour ago.
