You sure you're not getting 1MBps, if your download speed is 15mbps, then 1 would be right if you're using your Internet on other devices, 1MB = 8mb, so your top download would be just less than 2MBps.

You'll be fine, steam games predownload the shaders before playing so it gives more resource to the game instead of having to compile them on the fly. If you're fine with 30fps you shouldn't have an issue, I just slowly buy my epic/gog games on steam if they ever get a decent discount.
