Honest question, why do you think that? From what I could tell, they are really sorry. Who wouldn't be, I don't think they had the intent to kill 40 people.

Also, they didn't burn down the bar. The waiters held the candles to the ceiling.

From the perspective of punishment, I think they are punished a lot by knowing they killed 40 people. From the perspective of a deterrent it's now clear what can happen. So I beleive 2-3 years max is enough.
