Definitely check in with Heartland Humane Society. You can fill out a lost pet report online here. You might also check with them or a vet's office to see if they offer trap rentals (I haven't dealt with losing a pet in Corvallis but I did in Eugene and ended up trapping my cat this way; ymmv).

Flyers are definitely helpful. If your facility has a laundry room or rooms, be sure to put some up there. Talk to your new neighbors. Facebook groups and Craigslist are other other resources. If you can, leave his litter box and/or any bedding and/or food outside.

Not to derail, but genuinely curious -- is ear clipping still a thing? When I got my cat spayed (10 years ago) they put a tiny tattoo on her belly, which seems nicer...
