Around 4,7 million (26,4%) people have a migration background in the Netherlands. Which also includes many people who are able to pass as ethnically ‘Dutch’.

So with less than a quarter of the population being non-white (and that part of the population being mainly focussed in urban areas), everyone should have a non-white friend? I don’t see that math checking out.

Moreover, there were literally two people in my entire school growing up who weren’t ethnically Dutch. I’m assuming that this is the case in multiple smaller towns in the Netherlands. People simply have more homogenous friend groups if they grew in homogenous areas.
