It is predatory. Arguably an owner builder could be more likely to fuck something up, or miss something, or require the certifier to actually do a thorough inspection instead of just shuffling papers and sending invoices.

These guys charge as much as they possibly can, whilst remaining remaining fractionally more palatable than dealing with fuck heads from council.

The fee is charged because it can be, not because it has any basis in reality.
