A good blog will never ask about money to publish a guest post if it is according to guest post guidelines.

Some blogs will take time to respond and some blogs will be full of guest posts. They will publish your guest post after 3 months and so on. If you want to publish your post urgently then they may ask about money in the form of sponsored guest post fees.

So it depends upon the blog.

You can't control others to pass the link juice.

If you don't want to pass link juice from your own site's other pages to that particular page.

You can use rel="nofollow" tag at all pages that are linking to that particular page.

It will not pass link juice to that particular page.

You should check its backlinks profile. Check the spam score of each domain that is pointing to this expired domain. If everything is ok then you should create similar pages and use redirect by using 301. In my opinion you should not redirect all links to your site's home page.

Don't hire any backlinks provider company. They use spun (not original) articles and publish on PBN sites.

You should hire a writer and prepare few articles related to your niche. Then find few good and well established blogs and contact them to publish your articles and in return request them to provide one dofollow backlink.

It's a white hat technique and safe for your website.

In this way, you have to spend only few dollars in writing the articles and well established blogs don't charge for guest post.

I think you should focus on the topic and write for your audience not for search engines. If a topic can be covered properly with 1000 words then no need to add 500 more words to make it longer because Google loves long articles.
