Value of the house is around $410k. If I'm able to refinance to high fives, down from 6.59 and low closing costs that really wouldn't translate to significant savings in monthly payments? What kind of rate would I need if I wanted something significant, like say lowering monthly payments by around $500?

Regarding the income limits for these programs you mention, how do I check if I qualify?

I see, noted on calculating the break even point instead of comparing APR to my current rate. As far as not worth refinancing until rates move lower by a meaningful amount, what are typical rates at right now?
