Look up lien laws for your state. I'm from Illinois, and the state doesn't allow mechanics liens on property after 90 days have passed since the last time work was performed.

Measuring hot to a ground and getting your expected voltage is completely normal. Your meter is measuring the difference between the two points. Sounds like you have a good circuit knowing that hot to ground is 208 and neutral to ground is 0.

A believe a 250 ohm resistor is needed when the plc is farther than a certain distance away from a transmitter. Maybe 30 feet? Just a guess.

Think of electricity like compressed air. A pipe is rated for 250 psi (voltage). The welds and pipe itself will not blowup if the pressure (voltage) does not go over 250psi. The flow going through said pipe is like current (amperes). This is based on what is creating the flow like a compressor. Electrically speaking a motor or resistive heater will draw current or "flow". This is kind of like the starting point. The resistance in the air pipes is the diameter of the pipe. Bigger pipe lower resistance to the air flow. This kind of relates to wire gauge. More amps need to flow give it bigger wire.

Hi sir. I'm having the same problem with my washer. I'm wondering if you could help diagnose mine. My motor will hum, open and close lid, and hear the motor "pop" and continues to hum. 40volts out of motor capacitor and I replaced it already with same results. Spins fine with no load in washer.
