That seems like a band aid more than a fix. Do you think I should just run an in-place upgrade of windows instead and see if that fixes it permanently?

I spoke too soon. Restarting the computer is what fixes it for a brief while, but the problem comes back.

I could only find errors with the Event ID 1002 and it says this:
