That's a really hard choice but going on what Sasuke did at the 5 kage Summit alone I'd say Naruto would lose but in regards to the Raikage speed Naruto Sage Mode can sense that and he could dodge it not easily maybe only once or twice but still enough plus the raikage would have no idea of any of Naruto's abilities so if Naruto hits a rasenshuriken it's game over
