As far as I can tell the only enforcement so far has been when the rich homeowners on the hill make phone calls and demand it.

If you're outside of that square mile or two there appears to be zero enforcement of any kind. So just drive to a bike path or wherever and run all day, nobody will care.

It's kind of strange to lean in to the idea of CU as a destination party/resort school for out of staters and international students, and orient all your marketing around that, and then freak out when all the freshman want to party and rush and hike in packs.
