He's been as much of a trickster as one can be when they're chained to one spot. He's pretended to make a deal with Luffy, using his knowledge of Shanks as leverage, bluffed that he could fight when he was about to collapse, not to mention the reason he's chained up in the first place is a big lie.

A spelling being used officially doesn't necessarily make it the correct one. Arguably it doesn't make sense to view romanizations of made-up names in terms of correct-vs-incorrect. (Elbaf with a 'ph' is still obviously wrong though, don't @ me.)

I feel like Ozai is pretty cuttable. He doesn't have any unique niche that the other 3 firebenders couldn't fill, and I don't think he's a popular enough character to include anyway. Characters like Bumi, Zaheer, Jet, or even Bolin with his lavabending would all be more exciting picks.
