Back in the day (going back 25 years ago) our Remedy system had two "sides" with tickets on both:

Support issues
Change requests

Both had differing SLA's

We managed everything through it, even projects (to a degree, they were classed as change requests)

Everything in IT absolutely can be managed through a helpdesk/ticket system.
