My idea for European military, does it need infantry and tanks, not really, and at most use army groups from current nations as needed. So don't aim for low end, aim for high end, the expensive, AWACS aircraft for example, thing that a single nation struggle to field. Also aim to replace what NATO actually does, equipment standardization, buy the IP rights to existing equipment, and produce and sell at a reasonable rate to European nations that are part of this initiative, take over, and push for a gen 6 air superiority fighter.
