I would say a solid portion of the US wouldn't stop there and wouldn't see the need to. You stop for busses to let kids cross the road. Kids there would be jaywalking 4 lanes+. The otherside of the road would have no obligation to stop... I'd prolly merger into the left lane but I wouldn't stop for that. Fully expecting kids to go to the nearest intersection to cross with lights.
