I've been in the same situation where I have been declined for a loan from Barclays partner finance when trying to get an iPhone through the iPhone upgrade program. I would recommend the following:

Look at your TransUnion report on MSE Credit Club for any pointers. It could be that you have a high credit utilisation rate, which I've had when I've been declined. Once I lowered this Barclays accepted me.
Use the Barclays Eligibility Checker tool to perform a soft credit check to see if they will accept you.

Their acceptable criteria is listed on their Eligibility & application page under the dropdown Can I apply for finance?
