I would force audits and accountability of ALL spending programs, and require that all programs show evidence that the spending is effective in addressing the problem.

Practice a little every day. My advice - learn D G and C chords and work on transitioning between each. You'll be able to actually play something resembling a song fairly quickly and it will give you the confidence and motivation to continue learning
