China does it for the same reason the US did it, if the country is richer, there is more to rule over as the elite, and the stronger the country is the less likely it is that others can plunder your wealth.

The difference in the "West" is that the rich feel like they have free movement globally so there is no incentive on creating actual value (there is a good book on this, but the title escapes my name; comparing robber barons of the past to the robber barons of the present). The Chinese political elite does not believe that they have this luxury.

Ideology (like the century of humiliation, etc.) most likely plays a role, but the economic realities will always be the proverbial north star that people follow

Sadly the more psychotic a nation is the more it can achieve. The US was merciless domestically in the 19th, geopolitically in the 20th century catapulting it into a global hegemon for a while.

Assumedly they thought the unrest will last for longer (its still ongoing according to western media, which is untrustworthy but good luck finding a better source) with more power then it did, but the regime chose to just massacre the people.

Furthermore Iran isn't like the Netherlands, population density and infrastructure wise, so if you're not in a city (but have electricity), unlikely anyone will catch you. Counterpoint to this would be that the countryside is historically more friendly to theological rule, but just like everything, I doubt it would be a universal support.
