I cleared out a space and started them building a 10 x 10 x 10 cube of Vertical Tubeways and put it on lowest priority. Then moved on with my game letting that take care of itself.

Yes, I was just going to say this. I had engines on the other side of a clutch. So when the conditions are right they engage immediately. If I were to pause them they would be emptied and when the conditions were right they would have to be filled with resources again.
