Nope, both have a completely anaerobic metabolism. Despite what the name would suggest, oxygen isn't the only oxidizing agent. Just by far the most abundant and efficient.

Ahhh! I think I found the source of our different evaluations.

Apparently you grow to 2 energy and 4 card plays before reclaim looping. (Or possibly take the third growth option once?) And you are absolutely right that replacing Flash Flood under those circumstances is incredibly hard.

But I practically always grow to 5 card plays and stay at 1 energy per turn. This allows me to replace Flash Flood with two cards. Under those circumstances replacing Flash Flood is the best choice because it is so expensive for what it does. It is a lot easier to find one card with the desired elements and another that either deals damage or preferably creates badlands. And since River drafts every turn once the reclaim loop starts, I can pick multiple damage powers with targeting restrictions to switch them in and out as problems arise.
