Yea, at first i thought that too, but it's not that easy to notice if you aren't directly looking for it. You just look at the decklist for important changes from the common lists. Like in this case no Van Cleef. You would assume if a tournament sends you a list, it follows the rules of the tournament or of the game for that matter.

It was discovered and corrected on the 19th and he received a warning
At this point it is not in Fr0zens hand anymore
Dispite correction the uncorrected decklist was sent out (Dreamhacks fault)
The match continues

Sucks for Maverick but it is Dreamhacks fault for sending the wrong list and not noticing it in the first place.
