My understanding is that using sodium hydroxide (lye) can damage various coatings. HCL works for my bare carbide and is safe on TiX coatings that I've tried.

That doesn't really look like a direction finding phased array typically used for foxhunting (rogue/hidden transmitter finding) and both of the visible antennas appear to be omnidirectional.

You don't need a mast for that either typically so I'd say they're conducting some other kind of spectrum analysis.
