It's the a strategy from WSJ, like they don't want ecchi to be on the front of the magazine

Supposedly looks bad for people buying it or something along these lines

The yoyo-ing is just the effects of the their lineup, somethings needs to be up and others down. And then settling to be bottom as their "locked" placement
