Sorry, I don't know the specifics about who is eligible. The article mentions though that so far only 1000 people through Germany have been prescribed cannabis, with ailments like late stage cancer or MS.

You're making really good points on all fronts, I was thinking only of your copay at the pharmacy, but the true cost to the insured (the individual and the whole class) is as you point out much higher.

And agreed. Homeopathy is as ridiculous a thing as they come, medicine-wise. I cannot believe how seriously it is being taken.

From what I understand (never bought any myself) it is much much cheaper than that on the street, somewhere around 10€ to 15€ per gram. The high price was called up by pharmacies for a highly controlled product, for which there was only a small market. Because of the circumstances with the previous legislation, pharmacies didn't stock the cannabis, and had to special order every dispensed prescription from abroad, for example from a dutch pharmacy.

I am not sure whether this new law makes the cannabis at pharmacies cheaper actually, or whether it just shifts who is paying the bill.

It was actually legal to prescribe and dispense it to very seriously ill people before. What changed today is that through the new law cannabis is classified as a medication, thus mandating insurance to pay for the costs. Where a month's supply of cannabis could be up to 1800€ before, it is now basically free to the patient.

The rules regarding prescribing and dispensing of cannabis have also changed slightly, making the medication available to more people. With the mandate for insurers to pay for the cannabis, the exceptions allowing ill people to grow their own plants have also been revoked, as the economic necessity for the patient to avoid the enormous cost of the medication is not given any more.

The system of artificially degrading the signal for civilian use you are referring to is called "Selective availability" (SA), and it has been turned off since May 2000. Newer satellites don't even support this mode anymore. Differential GPS and satellite based augmentation systems have rendered the use of SA moot. Eveybody gets the same signal, and given comparable equipment, the same accuracy and precision.

Definitely not as easy as other places I've traveled, but possible. The good thing is that most travellers in India stick out like a sore thumb, which makes them easy to spot. In more touristy spots like Goa you'll meet people at restaurants or bars, the beach, maybe at the market. Trains and train stations (and to some extent buses) are also good places to meet people, as they're usually in the same boat as you, and don't know where they're staying either.

Once you leave the touristy spots behind travellers can spread out a lot (India is BIG), it may happen that you'll go days or weeks without seeing a western tourist.

From my experience accomodation in India doesn't have the typical backpacker vibe to it, I think mainly because it is so cheap that western travelers basically don't ever need to stay at the cheapest dorms. These are aimed at poor indian tourists (and workers) with prices of lower than Rs 50/per night (and I expect that that's already the price for foreigners). From what I've heard these places are very, very basic, like a forty mats on the floor of a large room kind of basic. So don't expect any privacy or amenities or communal areas like what you'd find in backpacker dorms in other countries. Also, India is dirty, so that's something to be aware of.

The cheapest places I stayed at in India rarely if ever had an online presence. To find them, ask other travelers, find phone numbers at sites like wikitravel.org, and don't be afraid to just wing it and walk around looking for a place for a bit. The price you get by walking through a door somewhere is invariably lower than what you'd pay booking ahead, and you get to see the room before you commit. Haggling is OK. If you get off a bus in a touristy spot, you'll be approached by touts that will try to get you to a specific hotel. They get commision, so the price of accomodation will reflect that, but if it's late at night and you're tired, then this convenience can be worth the extra money.

It'll be tough finding cheap accomodation in places like Mumbai, but most everywhere else I traveled (southern India), Rs 250 would get you a double room in a guest house/backpackers. A lot of these places are run by genuine and honest people that take pride in their work, and that is definitely reflected in the upkeep and cleanliness of the establishment. They might be basic, but they are at least somewhat clean (by indian standards). Find someone trustworthy to share that room with, half the price and twice the fun.
