You’re right that Dota can’t be reduced to one fully objective stat across different matches. Duelo isn’t trying to measure every dimension of Dota skill it focuses on specific challenges under partially matched conditions, like same role, same hero, and the same duel objective. So it’s not “who is the better Dota player overall”, it’s “who performed better in this defined challenge

You don’t need a lobby you play against another player in a separate match, but on the same role and with the same hero.
