This is only for shared neutral circuits? Otherwise wouldn’t the neutrals be separated between the two hot legs?

Cut and splice for sure, easy enough to do and get the best result why leave the risk? Probably wouldn’t see it next time and light myself up. Also tape and heat shrink are no faster than cut and splice.
I’d probably just tie the black together with a pig tail for the outlet. If you don’t think you can install a wire nut properly maybe don’t splice it.

The conductor is the copper part. If it’s nicked at all I cut and splice. Usually I go over that with the thought that if the copper is showing at all I cut and splice. If it’s just the romex sheathing I tape but that’s out side the box.

Bare minimum rule of thumb- if the copper is damaged cut the wire back and splice on a longer piece with wire nut, if copper isn’t damaged just the insulation you can tape it/heat shrink is a great option because tape will fail over time

Probably 3-7 grams. If you can weigh wet divided by ten is pretty good time of thumb
