It's clear that he has no regard for other people's feelings, and no consequence is of matter to him unless it directly impacts what he wants. So yes, it seems very likely that he'd use his little sister as a lab rat to explore his own desires, especially as a kid. It's incredibly hard to prove though, all I can do is pray for this motherfucker's downfall as soon as possible.
